But the two go hand in hand - without great content it doesn't matter how much you promote.  No one will read it and they certainly won't come back for more. ;)

I've seen people create content that isn't that great and be great at promoting it, and I've seen people create outstanding leaves and not promote them. Overall, great content has a better chance of being found by search engines, shared, and read even with little promotion than subpar content will have with great promotion.

I believe this is true as well - especially when you consider the Penguin updates.  If you don't know what you're doing with promotions and put you're backlinks in the wrong places you might find yourself buries so deep in the search engine ranks that no one will ever find you.
